The Frank W. Banks Four- Year Memorial Scholarship is available to incoming freshmen at Western Illinois University. You must have graduated in the top 15 percent of your high school class to be eligible for this award. Additionally, you must have graduated from any McDonough County school district or any district located in an adjacent county.
