The James Rumsey Technical Institute (JRTI) is a technical institute in Martinsburg, on the border of Hedgesville, West Virginia. It is named after James Rumsey, an American mechanical engineer and inventor from Shepherdstown, West Virginia. JRTI was started/founded on March 25, 1969. Serving the tri-county area JRTI has grown to become the most well known technical-education agency in the area.
